The whistling would have made Victor laugh, and then he would have gotten horrible performance anxiety, and the whole thing would have spiraled into something almost as hilarious-slash-awful as a Turkish drugstore adventure.
But since that wasn't happening, and since kissing Olive was something Victor absolutely positively knew how to do, he was going to relax and kiss her back, and keep kissing her while his hands grazed over her body. He figured they'd figure the rest of it out as they went.
